Geomap: Protomap basemap server limits
Currently the entire basemap can be downloaded if the bytes range is excluded. We should require: * `range` header * referer header * User agent We should block requests which: * Exceed max bytes range * Originate from bots & e2e tests
Geomap: Basemap dev server
Create the private geomap-basemap-server repo. It serves the PMTiles archive and ZXY tiles, generates styles from @protomaps/basemaps, mirrors pinned sprites and fonts, and exposes request stats at /stats. Add a README and basic CI.
