Ensure declarative validation is always run on static manifests that contain DV types
https://github.com/kubernetes/kubernetes/pull/143616 highlights that it's easy to forget that a API type is also used in static manifests and that the declarative validation won't be run on the static manifest unless explicitly enabled. We need a safety net for this.
